Electronic Prescribing

Medicare Incentives and Penalties

Medicare physicians who use e-prescribing technology will be eligible for the following incentive payments :

  • 2% increase in MediCare reimbursements in fiscal year 2009 and 2010 (starts January, 2009)
  • 1% in 2011 and 2012
  • 0.5% in 2013

Definition of Successful Electronic Prescriber

To qualify for the incentive, an eligible professional shall be treated as a successful E-Prescriber for a reporting period if they meet the following requirements:

The eligible professional reported the applicable e-prescribing quality measure (e.g., e-prescribing measure # 125) in at least 50 % of the cases in which such measure is reportable by the eligible professional during the reporting year. Note: Any updates to e-prescribing quality measures (specifications and/or reporting instructions) will be posted at http://www.cms.hhs.gov/EPrescribing on the CMS website.

Our interpretation of this is that if you haven't started e-prescirbing by June '09 - you will likely miss the incentive payments for '09. Time is running out for '09.

Physicians participating in Medicare who do NOT e-prescribe:

  • 1% decrease in MediCare reimbursements payments in 2012
  • 1.5% reimbursement decrease in 2013
  • 2% in subsequent years
  • Provision exempts physicians who infrequently use prescriptions

Additional Medicare Incentives

For Electronic Health Record users:

  • PQRI (quality reporting) offers an additional 1.5% incentive payment (may be rising to 2%)

Standalone electronic prescribing solution

  • accessed through a web interface
  • SureScripts-RxHub certified
  • Qualified for Medicare part D, parts 1 & 2 (2% incentive)
  • Provides a starting point on the path to a fully functional EHR

Practice Partner / Lytec MD Patient Records

  • ePrescribing is an integrated component of a fully functional electronic health record solution - accessed from the patient record component of both Lytec MD & practice partner.
